Charles Graham is an Associate based in the Houston office of the firm. In his role, he functions as bond counsel, disclosure counsel, and underwriters’ counsel for various local government entities and non-profit corporations. His expertise spans a wide range, encompassing tax increment reinvestment zones, cities, counties, water districts, river authorities, hospital districts, school districts, and higher education authorities. Additionally, Charles serves as general counsel to various water districts and non-profit corporations. His experience includes tax-backed financings, tax increment financings, revenue financing, and lease/purchase equipment financing.
