Victor is a graduate of Princeton's Woodrow Wilson School of Public and International Affairs and was awarded the Aaron Austin Godfrey Memorial Scholarship Prize.  He received an Alfred P. Sloan Foundation Fellowship to attend the Yale School of Management and served as an editor of the Yale Law & Policy Review. 

Victor was admitted to practice law in California in 1987.

• Serving as Bond Counsel to the San Diego Association of Governments in a securitization of FTA Grant Receipts that was honored by The Bond Buyer as its 2019 "Deal of the Year" for the Far West Region
