The Federal Energy Regulatory Commission published a 1,363-page order in mid-May that will require utilities to plan for transmission upgrades by looking ahead to where transmission will be needed over at least the next 20 years, lists factors that must be considered in planning, and could lead to more regional sharing of costs of grid additions. How much difference will this and other steps the federal government has taken to relieve congestion and thin interconnection queues make to developers waiting to connect new projects to the grid?
