Biography

Tristan developed a strong background in litigation, regulatory investigations, and enforcement at the Therapeutic Goods Administration (TGA) working in both legal and operational roles. As a trusted advisor to senior executives at the TGA, Tristan provided strategic guidance on politically sensitive and high-priority advertising and supply investigations. Tristan's contributions to compliance and enforcement efforts during the COVID-19 pandemic were recognised in 2022 with a Secretaries’ Award.

With significant depth of experience in Australia’s therapeutic goods advertising requirements, Tristan offers unique insights derived from managing a multidisciplinary team at the TGA. This operational experience informs his ability to conduct compliance audits, deliver tailored regulatory advice, and provide practical solutions to clients navigating complex regulatory environments. Tristan has also been recognised as one of the top 200 cannabis lawyers globally, reflecting his expertise in emerging areas of therapeutic goods regulation.

Clients also engage Tristan to develop operational standard operating procedures, guides, and templates, as well as to advise on regulatory compliance and provide risk management advice. His collaborative, pragmatic approach and project management skills are often highlighted by clients as key strengths.

Tristan holds a Diploma in Government Investigations and completed postgraduate legal studies at the University of Melbourne and Georgetown University Law Center, focusing on regulatory compliance and emerging issues in health and pharmaceutical law.

Regulation and Investigations

  • Commonwealth Government Regulator
    • Strategic review of the most protracted and significant investigations making recommendations for reforms to evidence gathering processes and procedures. 
    • Assisted in the implementation of the recommendations including the preparation of standard operating procedures, templates and investigation life cycle management advice.
  • Therapeutic Goods Administration
    • Oversaw serious regulatory investigations leading to administrative actions such as directions and recalls, and enforcement measures such as infringement notices, civil penalty proceedings and/or criminal proceedings.
    • Assisted the progression and implementation of the introduction of the vaping chapter in the Therapeutic Goods Act 1989 (Cth) prohibiting the import, manufacture, advertising, supply and commercial possession of vaping goods unless strict conditions are met. 
  • Australian Transaction Reports and Analysis Centre (Austrac)
    • Provided preliminary assistance in relation to the investigation of Entain for alleged breaches of the anti-money laundering and counter-terrorism financing laws.
  • Commonwealth Government Regulator
    • Provided reasonable grounds advice in relation to potential civil penalty proceedings and assistance with further evidence gathering.

  • Australian Health Practitioner Regulation Agency
    • Representing the National Boards in State and Territory Tribunals as a solicitor advocate and instructing solicitor in relation to referrals for disciplinary action such as immediate action, suspensions and the imposition of conditions.
  • Defending decisions made by the National Boards in relation to the licensing of health practitioners.

Administrative law

  • Department of Home Affairs
    • Acted as solicitor advocate and instructing solicitor in relation to over 50 merits review and judicial review proceedings, including matters concerning visa cancellations and refusal of Australian citizenship on character grounds.
  • Therapeutic Goods Administration 
    • Oversaw and advised in relation to merits review proceedings in the Administrative Appeals Tribunal, and judicial review proceedings.
  • Department of Health and Aged Care
    • Representing the Secretary in merits review proceedings in the Administrative Review Tribunal in relation to a decision concerning hospital funding arrangements.
  • Pro Bono - Refugee & Immigration Legal Centre
    • Assisting refugees from Ukraine prepare and submit protection visa applications.
