Biography

Alyn Shen is a projects attorney who advises public and private sector clients through the procurement and delivery of large-scale projects across multiple sectors, including energy, transportation and water. She has experience negotiating and drafting key project documents, including public-private partnership agreements (P3), design-build agreements, progressive design-build agreements and construction manager at risk agreements.

  • Key member of the legal team advising on the procurement of a modern bus maintenance and storage facility equipped to serve the projected future needs of public transportation agency’s new battery electric bus fleet, together with a mixed residential and commercial development at a 4.4-acre project site. The project, with an estimated construction cost of approximately US $500 million, will be delivered through a Pre-Development Agreement (PDA) method.
  • Key member of legal team advising a county on the availability payment P3 procurement of a new government center that would consolidate county operations and potentially include an affordable housing component. The project would allow the county to eliminate deferred maintenance of its existing facilities and enable potential mixed used capabilities.
  • Key member of the legal team advising public utility commission on the P3 procurement for project consisting of the construction of a facility to convert digester gas generated at an adjacent wastewater treatment plant into renewable, natural-gas quality biomethane, which will then be injected into a nearby existing natural-gas pipeline and transported for brokered sale to consumers. Legal team services include counsel on P3 market insights, preparation of procurement document and materials, negotiation and development of P3 agreement, due diligence and more.
  • Key member of legal team advising public transportation agencies in connection with the development of procurement documents and design-build contracts. This US$6.8 billion program will extend service by six miles into downtown of a large city.
  • Key member of legal team advising international airport on the procurement and delivery of a new terminal with up to 17 new gates, terminal support facilities, realignment of the terminal roadway, establishment of a ground transportation center and addition of a consolidated concessions receipt and distribution facility. The estimated construction cost for the program is in excess of US $1 billion.
  • Key member of legal team acting as infrastructure and procurement counsel for local water supply infrastructure project, which includes upgrades to its existing wastewater reclamation facility, construction of a new advanced water purification plant that will produce purified water for potable use as well as related conveyance pipelines, a new ocean outfall, groundwater injection and extraction wells, natural treatment wetlands and other indirect and direct potable reuse system infrastructure.
  • Key member of general counsel team advising transportation agency on procurements and contracts for development and operation of its toll road network.
