Mark is a pan-African antitrust and competition lawyer based in Johannesburg.

Prior to joining Norton Rose Fulbright, Mark was Africa Competition Counsel for Barclays Africa Group, as part of which he was heavily involved in antitrust and merger matters across 12 African jurisdictions with active competition authorities.

Before joining Barclays in 2007, Mark was a senior associate (admitted as a solicitor of the Senior Courts of England and Wales) in the EU and competition practice of a leading international law firm. He also previously worked for DG Competition (European Commission) and was a specialist legal advisor to the House of Lords EU Select Committee on the EU Financial Services Action Plan.

Mark is one of a handful of practitioners active at a substantive level across Africa (including the Indian Ocean region) and has directly appeared before many authorities/tribunals across the continent.

He offers a unique perspective of the developmental state of African competition law and has been involved in a number of pivotal developments relating to cartels, abuse of dominance, market investigations, complaints and mergers across the region. In addition to South Africa, he has material experience in Botswana, Egypt, Kenya, Malawi, Mauritius, Namibia, Tanzania, Zambia and Zimbabwe. He regularly advises large multinationals and private equity firms regarding their investments across Africa.

He is also a trusted advisor to many competition authorities across Africa. For example, he is a non-governmental advisor to the COMESA Competition Commission on the development of the guidelines on merger control and restrictive business practices. He has been instrumental in the shaping of the emerging jurisprudence at a COMESA level.

Mark is a fluent French speaker and works in Francophone Africa. For example, Mark is a non-governmental advisor to the UEMOA competition authority in West Africa.

He has a LLB (University of Southampton, UK) and a LLM in European Law (College of Europe, Bruges, Belgium).
