The EU has one of the world's most open investment regimes and is the most attractive destination for foreign direct investment in the world representing a major source of growth and jobs. However, in pre-determined cases, foreign investments may represent a risk for national security or public order in Member States or in the Union as a whole and are therefore either cleared with remedies or prohibited.

Similar to the latest tightening of foreign investment reviews in the US, the most recent changes to European foreign direct investment control regimes have also been driven by the pandemic. Moreover, changes still aim at screening investments by foreign investors involving critical infrastructure, critical technologies and/or the supply of critical inputs.
