Biography
Alistair Black is an energy transition lawyer based in London. He has extensive experience advising NOCs, IOCs, independents and lenders within the LNG, CCUS, hydrogen, petrochemicals and general oil and gas sectors.
Alistair is currently acting on a number of market 'first' transactions in the UK and internationally, specifically developing Regulated Asset Base assets within the CCS and CO2 shipping spaces. He is currently advising on the development of the Northern Endurance Partnership and Net Zero Teesside projects. He is also involved in numerous other (confidential) emitter and cluster projects in the UK, all regulated under the proposed TRI model, which will implement Regulated Asset Base models.
Alistair also advises the Non-Pipeline Transportation working group of the UK's Carbon Capture and Storage Association on the development of business models to extend the TRI regime to incorporate CO2 shipping.

- A major project participant - on development and finance issues relating to the development of the NEP and NZT projects, one of the UK's first (and largest) carbon-capture and storage projects.
- Lenders on the project financing of ENI's leading Hynet project, one of only two 'Track 1' projects in the UK.
- A super-major on the decarbonisation of a major refinery in the UK, together with the development of a Track 3 CCS cluster and associated low carbon hydrogen and SAF projects.
- A major UK pension fund on its negotiations to acquire a stake in the Hinckley Point C Nuclear Power Plant.
- iCON Infrastructure on due diligence in connection with its acquisition of a division of Bord Gais Energy.
Gas and Oil
- A Middle-Eastern NOC - on development of various LNG SPAs relating to a signficant LNG expansion project.
- A Japanese trading house - on long-term LNG SPAs relating to a divestment of various Australian LNG assets.
- Government of Mozambique - on LNG project development associated with the Area 1 and Area 4 offshore gas projects.
- PT Pertamina (Persero) - on all aspects of its joint venture with Rosneft to develop the $16bn Tuban refinery and petrochemicals complex in East Java, the first new-build refinery developed in Indonesia in over 23 years.
- A western super-major - on specific aspects of its due-diligence relating to the back-to-back disposal of Anadarko/Occidental's assets across Africa, with a particular emphasis on Anadarko's interests in Area 1, Mozambique.
- A western super-major - on its successful negotiations with the National Iranian Oil Company for the first Iranian Petroleum Contract for South Pars 11 ($5bn) in JV with CNPC International.
- Multiple NOCs and IOCs on their negotiations with National Iranian Oil Company for four further onshore and offshore IPCs, worth a total of $18bn.
- A western super-major and Siemens Project Ventures - on their joint venture in relation to the development and financing of an $800m, 600MW LNG-to-power project in the Caribbean.
- The lenders - on the long-term bridge financing ($300m) and government guarantee for the Delimara 4 LNG-to-power project in Malta, the first such non-recourse financing of its type in Europe.
- Gazprom - on finance-specific aspects of the project agreements for the long-term supply of gas to an aggregator in Ghana (as part of a wider LNG-to-power project).
- PetroChina International - on various aspects of its joint venture with Ineos (PetroIneos) in the UK.
- PT Trans Asia Resources (Indonesia) on the acquisition of the Fergana Refinery from the Uzbek Government.
- PT Pertamina (Persero) - on its negotiations with Chevron for the acquisition of the Rokan oil field (formerly Indonesia's largest onshore oil field) ($1bn+).
