Biography
Tommy Chew is a trilingual debt capital markets lawyer based in our London office. He is dual qualified in England and Wales and in Hong Kong.
Tommy acts regularly for investment banks, corporates and sovereign issuers on a spectrum of capital market transactions ranging from investment grade debt issuance, high yield notes offerings, regulatory capital raising, MTN note programmes to liability management exercises. His transaction experience spans across Europe, North America and Asia. Tommy has also spent time as a secondee at the DCM legal department of a leading European investment bank.

- Advised the dealers on the establishment of the €1 billion EMTN Programme of the Province of Newfoundland & Labrador, which is listed on the London Stock Exchange
- Advised the dealers on the update of the U.S.$30 billion Global Medium Term Note Programme of the Province of Alberta, including its transfer of listing venue to the London Stock Exchange, and issue of EUR 1.5 billion 3.125% Notes due 2034 thereunder
- Advised the dealers on the annual updates of the U.S.$6 billion Euro Debt Issuance Programme of the Province of British Columbia, which is listed on Euro MTF, and various issues of notes thereunder
- Advised the dealers on the annual updates of the U.S.$20 billion Euro Note Programme of Bank of Montreal, which is listed on the London Stock Exchange, and various issues of notes thereunder
- Advised the dealers on the annual updates of the U.S.$40 billion GMTN Programme of The Toronto-Dominion Bank, which is listed on the London Stock Exchange, including its conversion from EMTN to GMTN in 2023, and various issues of notes thereunder
- Advised the dealers on the annual updates of the U.S.$18 billion Euro Note Programme of National Bank of Canada, which is listed on the Luxembourg Stock Exchange
- Advised the dealers on the annual updates of the €13 billion GMTN Programme of Fédération des caisses Desjardins du Québec, and the issue of €500 million 3.467% Green Notes due 2029 and CHF 230 million 1.4875% Notes due 2029 thereunder
- Advised the dealers on the annual updates of the U.S.$40 billion EMTN Programme of the Province of Québec, which is listed on Euro MTF, and various issues of notes thereunder
- Advised the underwriters in connection with the issue of US$400 million senior secured green notes due 2027 by a wholly-owned subsidiary of ReNew Energy Global Plc*
- Advised the dealers on the update of the U.S.$3 billion EMTN Programme of Export-Import Bank of Malaysia Berhad in 2021, which is listed on the SGX-ST, and subsequent issue of US$350 million 1.831% Notes due 2026 thereunder*
- Advised Export-Import Bank of India on the annual update of its U.S.$10 billion GMTN Programme, which is dual listed on the London Stock Exchange and SGX-ST*
Regulatory Capital
Advised the underwriters on the issuance of SGD 310 million fixed rate reset perpetual subordinated additional Tier 1 capital notes and JPY 20 billion fixed rate reset Tier 2 subordinated notes by The Toronto-Dominion Bank
Liability Management
- Represented Hydro‑Québec in the concurrent tender offer and exchange offer into new SOFR-linked floating rate notes in respect of its US$400 million LIBOR-linked floating rate notes guaranteed by the Province of Québec
