Biography
Haroon Hashmi is a member of Norton Rose Fulbright’s globally recognized healthcare and dispute resolution practice groups.
Known for his in-depth understanding of healthcare laws and regulations and keen business sense, Haroon is regularly engaged by healthcare providers and businesses across the United States as a strategic advisor and counsel on a wide variety of healthcare regulatory compliance and transactional matters. As a litigator, Haroon routinely represents hospitals, large health systems and physician groups in asserting or defending against claims related to healthcare billing and reimbursement. By partnering with his clients and maintaining a comfortable and responsive line of communication, Haroon is frequently his clients’ primary point of contact on all legal matters, including:
- Recovering, through arbitration or litigation, revenues lost due to systemic payor denials and underpayments for in-network and out-of-network providers;
- Assisting with payor disputes (including Medicare, Medicaid and Managed Care disputes) relating to billing, coding and medical necessity;
- Structuring healthcare businesses and relationships to comply with federal and state laws including the Anti-Kickback Statute, Stark law and state corporate practice of medicine rules;
- Establishing management services organizations (MSOs) and friendly-PC relationships;
- Advising healthcare start-ups in all stages including conceptualization, scaling with or without external funding, and sale through merger, acquisition or consolidation;
- Reviewing physician employment and professional service agreements; and
- Representing individuals and entities facing audits and investigations by the OIG-HHS, Department of Justice and various federal and state government agencies.
As the son of a surgeon and healthcare entrepreneur, Haroon has a strong personal connection to the healthcare industry. Building on this foundation, he received his legal training in healthcare regulatory enforcement and litigation at the US Attorney’s Office, US Department of Justice and earned a Certificate in Healthcare Strategy from Harvard Business School. These experiences have provided Haroon with a unique appreciation for the multiple vantage points within healthcare. Consequently, clients across all facets of the healthcare industry rely on Haroon to both fiercely represent them in court, and to identify industry trends and uncover untapped business opportunities.
In addition to his representation of healthcare providers, Haroon has extensive experience handling high-stakes, complex commercial litigation matters for corporate clients and executives, including those in the real estate, oil and gas and entertainment industries.

- Represented Physician President and CEO of one of the nation’s largest nephrology groups in a business restructure.

- Assisted in the structuring and establishing with several physician-owned MSOs.
- Represented national buyer in multi-state physician practice acquisitions.
- Assisted a national healthcare private equity firm in multi-state regulatory reviews and payor disputes.

- Represented one of the nation’s largest office furniture distributors in a $10 million commercial dispute.
- Represented a whistleblower in a federal Qui Tam lawsuit.
- Represented Buyer in a $2 Million commercial real estate acquisition.
