Norton Rose Fulbright partner named ‘Women Who Mean Business’ honoree by Houston Business Journal

Norton Rose Fulbright Houston Office Administrative Partner Carter Dugan has been selected among the 2024 “Women Who Mean Business” honorees by the Houston Business Journal.
This award recognizes women in leadership roles who have demonstrated excellence in their careers and community. Highlighting women across nine industries, honorees were selected by the publication based on career achievement, company contributions, community involvement and leadership.
Carter, selected in the “Outstanding business leader in law” category, has maintained leadership positions within the firm for over ten years. As Houston Administrative Partner, she oversees more than 500 employees in the Houston office and instrumental to the planning and design for the Houston office’s new 1550 Lamar location. Carter’s commercial energy litigation practice focuses on prosecuting and defending suits involving contract and property rights.
Carter is committed to promoting the retention and advancement of qualified women in the workplace and at the highest levels within law firms, corporations and boardrooms. A frequent mentor to junior associates, she consistently advocates for a healthy and balanced workplace for all personnel, championing flexible work programs.
Extending her reach beyond the firm, Carter is involved with multiple Houston area organizations including the Board of Directors of the Houston Bar Association and its Gender Fairness Committee, the Houston Lawyer Referral Service and she serves as a Trustee of the Houston Ballet as well as in leadership positions at her children’s schools and St. Luke’s United Methodist Church.
Honorees for this award will be recognized in a special section of the Houston Business Journal's October 18 weekly edition and during an awards luncheon on October 17.
