Biography
Theresa Carroll represents renewable energy developers, owners, and operators of wind, solar, and battery storage projects with respect to real estate matters. Theresa has deep experience negotiating site control agreements, procuring title insurance, curing title matters, and preparing the real estate aspects of projects for construction financing and other types of funding. Since joining Norton Rose Fulbright, Theresa also advised financiers as to the real estate aspects of investment in renewable energy projects.
A former litigator, Theresa has also litigated disputes in federal and state courts across the country. Her prior practice included insurance coverage matters, commercial disputes, and maritime law.
Theresa is an alumna of the Clean Energy Leadership Institute (CELI) fellowship, which is a non-profit organization dedicated to training and connecting leaders in clean energy. She is also an active member of the Chicago chapter of WRISE, which supports and connects women in the renewable energy industry.

- Represented project sponsor with respect to real estate matters (including significant minerals issues) in the development of two separate utility scale solar projects with a total approximate capacity of 300 MW, constructed in Saline County, Illinois.
- Advised lender on real estate due diligence for re-power of three Iowa wind projects.
- Representation of equity investor with respect to real estate due diligence of community solar portfolio, with projects in Illinois and Maryland, through construction financing and substantial completion.
- Represented developer of 150 MW solar project constructed in White County, Illinois with respect to the real estate aspects of construction financing and eventual sale to regional utility.
- Represented project sponsor with respect to real estate due diligence in purchase of 37 MW solar project in Morgan County, Illinois, and later with real estate development and title insurance matters for construction financing as well as mechanical and substantial completion milestones.
- Represented renewable energy developer with completion of real estate development and curative work in support of sale to regional utility of 299 MW wind project in Atchison County, Missouri, pursuant to build-transfer agreement.
- Represented renewable energy developer with real estate aspects of 250 MW utility scale wind project constructed in McLean County, Illinois.
