Eric has been a structured finance and municipal finance practitioner for over 40 years.

Eric helped pioneer the securitization of utility "stranded costs" with the first California utility securitizations commencing in 1997.  In addition to the first "stranded cost" securitizations, he helped structure the first utility securitizations to recover hurricane costs, wildfire costs, winter freeze costs, rate stabilization costs, environmental impact costs and bankruptcy-exit costs, for investor-owned utilities, electric cooperatives and municipal utilities.  As of 2022, Eric had helped structure over 60 utility securitization transactions, involving $53 billion of bonds which comprised approximately 70% (by principal amount) of all transactions since the inception of the asset class.  In addition, Eric helped lead the effort to exempt the utility securitization class from the "risk-retention" provisions of the Dodd-Frank Act. This successful effort was critical to the continued use of utility securitizations to maximize ratepayer benefits.

Eric has advised States, municipalities and special districts throughout the country on municipal finance transaction.  He also advises municipal underwriters, as well as banks and other financial institutions on the issuance of credit support instruments for such transactions. Eric has special experience in the financing of electric utility, airport, port, water and sewer, and resource recovery projects. Eric has also advised States and municipalities on the privatization of such facilities. Eric was also at the forefront of the development of tobacco securitizations for municipal entities.

Eric has extensive experience advising on municipal restructurings and Chapter 9 bankruptcies, including bankruptcy proceedings in Detroit, Stockton, San Bernardino and Puerto Rico.  He has also advised investor-owned, electrical cooperative and municipal utilities on securitization transactions facilitating their exit from bankruptcy.

Eric also has extensive experience in financings for non-profits, including colleges, universities, health care systems and other institutions.

Eric is a frequent lecturer to the municipal bond industry and has been recognized each year in The Best Lawyers in America in Public Finance Law from 2008-2023.  He has also been recognized by The Legal 500 for Structured Finance-Securitizations for many years.
