Biography
Anna Carrier is a government and regulatory affairs advisor based in Brussels, as part of our government relations and public policy (GRPP) and financial services practice.
Anna advises clients on a range of European legislative, regulatory and policy matters. She specialises in banking and financial services legislation, with particular focus on securities and derivatives markets, benchmarks, prudential regulation, asset management and FinTech. Her clients include banks, major international financial market infrastructure operators, asset managers, benchmark administrators, investment firms as well as agriculture, energy and technology companies, international financial institutions and industry associations.
Anna assists clients in all stages of legislative process, from preparatory work preceding publication of legislative proposal, through legislative review of basic legislative text, development of secondary legislation and guidance, to implementation. She has advised clients on complex matters relating to implementation of European Market Infrastructure Regulation (EMIR), Markets in Financial Instruments Directive and Regulation (MiFID II / MiFIR), European Benchmarks Regulation (BMR), Capital Requirements Directive and Regulation (CRD IV / CRR) and other. Anna also helps clients in managing liaison with and submissions to European institutions, national public authorities and international standard-setting bodies.
Anna joined Norton Rose Fulbright from a major derivatives marketplace where she was responsible for EU regulatory strategy, government relations and engagement with major trade associations representing banking, asset management, hedge funds, proprietary traders and commodities houses. She was previously an account director at a Brussels-based public affairs consultancy and began her career at the European Parliament.
Anna is a graduate of BPP University Law School, College of Europe in Bruges and Jagiellonian University in Krakow. A Polish national, Anna's working languages are Polish, English, French and Russian.
