Biography
Kathleen P. Rubinstein is a senior health care analyst in Norton Rose Fulbright's Houston office. Working with clients in navigating the uncertainties of a shifting regulatory landscape, Kathleen focuses on the regulation and financing of the Medicare and Medicaid programs, implementation of the Affordable Care Act, federal and state approaches to health care regulation and reform and government-led responses to the COVID-19 pandemic. She oversees and consults on a variety of projects and initiatives involving the organization, financing and structure of the US health care system and applies her frontline understanding of policy issues in supporting research and analysis.
Since 2002, Kathleen has served as an adjunct faculty member of the University of Houston's Master of Public Administration program, where she instructs graduate students on the application of policy analysis tools and approaches to contemporary problems in US health care.
