Biography

Katarzyna is an EU competition and State aid lawyer based in Brussels. She has over ten years of experience in EU law, gained in both private practice and in the EU institutions. 

Katarzyna advises clients on a broad range of EU law issues with a particular focus on EU competition, State aid and foreign subsidy control matters, as well as EU regulatory law. Her experience includes the representation of clients before the EU courts and proceedings before the European Commission in State aid investigations, cartel and abuse of dominance proceedings, as well as providing advice on different legal aspects of clients’ business activities in the EU. 

Katarzyna also represents clients in merger clearance proceedings before the European Commission, as well as the Polish Competition Authority (UOKiK).

Prior to joining Norton Rose Fulbright LLP :

  • Legal representation of a tyre producer in proceedings before the European Commission concerning the approval of investment State aid.
  • Advising multinational clients in relation to incentives sought under the TCTF rules for investments in Central and Eastern Europe in the energy sector.
  • Advising Ioan Micula, the successful claimant of an ICSID arbitration in relation to a landmark case before the European Commission and courts regarding proceedings in which the implementation of the award by the ICSID Tribunal is considered to constitute State aid.
  • Representation of a number of Greek casinos in the litigation against a European Commission’s decision ordering repayment of an alleged State aid regarding public levies on entry tickets.
  • Representation of SAS in a State aid investigation declaring that the participation by public owners in a revolving credit facility of around €400 million does not involve state aid.
  • Representing Romanian Power Exchange OPCOM in Commission antitrust investigations concerning access for EU traders to the electricity spot markets.  
  • Representing French pharmaceutical company Servier in an EC investigation regarding abuse of dominance and restrictive agreements in a patent settlement case.
  • Representing Zimmer in Phase II merger control investigation regarding an acquisition in the joint implants market.
