On December 9, 2023, the PPF issued a press release announcing its consultation on proposed changes to the assumptions it uses when assessing whether a scheme enters the PPF or has its benefits bought out by an insurer.
The consultation proposals will update valuation assumptions to reflect lower pricing in the bulk annuity market, and updates include adopting a yield curve approach to determining liabilities when assessing schemes for PPF entry. It is proposed that the changes will affect valuations with an effective date on or after April 1, 2023.
Consultation will close on February 20, 2023.

On 21 May 2024, the European Council (or Council) adopted the so-called ‘Hydrogen and decarbonised gas market package’ (the Gas Package). The package contains a recast of the 715/2009 gas regulation (Gas Regulation) and a recast of the 2009/73 gas directive (Gas Directive) aimed at reforming the existing EU regulatory framework to support the deployment of renewable and low-carbon gases, in particular hydrogen. As such, it represents a major development in the EU gas market.
